Job Description
  Monitoring & Evaluation Officer
Heifer International Zambia, a branch office of Heifer International, now invites applications from highly motivated, result-oriented, well qualified and experienced professionals to fill the following position for the anticipated US Department of Labor/Increasing Economic and Social Empowerment for Adolescent Girls and Vulnerable Women in Zambia. This four year program is envisioned to target adolescent girls between the ages 15-17 years old who are engaged in, or at high risk of being engaged in, child labor and have increased access to acceptable work and quality training opportunities, including but not limited to, apprenticeships, vocational and technical training, educational services, and/or establishing their own businesses It will also target vulnerable women 18 years and older whose households have children engaged in, or at high risk of engaging in, child labor to have increased livelihood opportunities, including establishing or expanding their own businesses.

Most Critical Proficiencies
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E and/
  • performance monitoring plans.
  • Experience and ability in managing and providing oversight of complex baseline and follow-up project surveys, including writing terms of reference, reviewing and commenting on sampling and technical survey design documents, developing questionnaires, reviewing training manuals and survey field protocols, overseeing training and management of enumerators, providing oversight to survey field
  • work, and providing oversight on data quality checks and preparation of data sets.
  • Ability to facilitate and serve as project liaison for externally-managed qualitative evaluations.
  • Knowledge and understanding of impact evaluations and ability to serve as a project liaison for an impact evaluation.
  • Fluency in English is required. Knowledge in one or more of Zambia’s major languages is recommended.
Required Experience
  Qualifications and Experience Required:
  • Master’s degree or Bachelor plus an advanced certificate in M&E, statistics, or economics preferred.
  • Minimum of five years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects.
